Rules and Regulations for the Village of Holiday Lake.
Amended and Adopted by the Board of Directors. December 11, 2007
RULES AND REGULATIONS ARE APPLICABLE TO:
OWNERS RESIDENTS TENANTS GUESTS
Definitions:
Owner: One who owns a home in the Village of Holiday Lake
Resident: On who lives in the Village of Holiday Lake
Tenant: One who rents a home in the Village of Holiday Lake.
(Rules are applicable for the duration of the tenancy.)
Guest: A visitor to an owner, resident or tenant for a period in excess of 24 hours.
GENERAL RULES
- OWNERS ARE OBLIGATED TO HAVE A WORKING KNOWLEDGE AND COMPLY WITH THE CURRENT GOVERNING DOCUMENTS. (The Covenants and Restrictions and Revised Bylaws). Owners, Residents and Tenants are obligated to have a working knowledge and comply with the Current Rules and Regulations. A copy of the pertinent documents will be provided to each new Owner, Resident and Tenant as they register at the office.
- Owners who rent their homes may vacate their rights to use the Common Properties for the duration of the rental. Owners are responsible for the compliance of their tenants/guests and must provide them with a Copy of these Rules and Regulations.
- Tenants are required to register with the Office within 48 hours of occupancy. Homeowners who leave VHL for more than thirty (30) days are required to register with the office upon departure and return.
- Homeowner ID cards, Resident ID cards and Guest ID tags are available from the office. They must be carried or worn when using the Common Areas. (Pools, Game room, tennis Courts, etc). They must be produced for identification at the request of Management.
- All Residents and tenants are required to display proper numbered VHL vehicle identification, which is available from the Office for a fee.
- Village sponsored events are for Residents and Tenants. Admission is by ticket only. Tickets are sold/distributed at the weekly coffee hour (with proper identification). Should tickets be available after Residents and Tenants have had the opportunity to purchase them only then will they be made available for Guests.
- All persons moving on any common area roadways, from dusk to down, must have visible lighting on their vehicles or themselves for their own safety.
COMMON AREA:
- The pools have posted rules, which must be followed.
- Shoes and shirts are required in all buildings. WET BATHING ATTIRE IS NOT PERMITTED INSIDE THE BUILDINGS.
- The Recreation Committee is responsible for scheduling activities at the Recreation facilities. Office personnel post all notices under the direction of the Committee Chair and insure the Monthly calendar is distributed with the “Voice” and posted on all notice boards.
- All signs posted by Management must be adhered to. No signs, posters or announcements can be posted without Management or designated approval.
- Persons using the Common Facilities are responsible for the care of it. The tables, chairs and any other VHL equipment in Clubhouse #2 are for Clubhouse use only and are NOT to be removed from that location. Exceptions may be made at the discretion of the Board of Directors or the Manager.
- Dogs and domestic cats are allowed as household pets with a two (2) animal limit per household. ROTWEILERS AND PITBULLS ARE NOT allowed in VHL. No animal shall be kept for breeding purposes. Household pets shall not be allowed to become a nuisance; they shall not be allowed to run at large. When outside the home they must be restrained by a leash no longer than ten (10) feet in length held in the hand of the owner or designate. Additionally, any animal that is determined to be one of the following classifications as defined in Section 1-4-29 or 1-4-30 by the Animal Control Officer must be removed from VHL on demand by management: Nuisance Animal, Threatening animal, Dangerous or Vicious animal. Additionally, all pets must be licensed by Charlotte County if they are to be in the County for a period exceeding 28 days per Section 1-4-28 (a) (11). The office of VHL shall maintain a copy of current Charlotte County Animal Control Ordinance on file.

- Pet owners shall immediately collect and properly dispose of their pet’s waste from their own property, the Common grounds and the property of others.
- Golf carts, mopeds, and motorbikes are to be registered with the Office and be identified by the ID number of the property owner. Proof of insurance must be provided. They are not to be operated within the Village by any individual under the age of sixteen (16) unless accompanied by an adult twenty one (21) years of age or older.
- Golf cars, mopeds and motorbikes must be parked in the designated parking spaces. Bicycles must be parked in the racks provided. DO NOT PARK ON THE GRASS.
- Tennis courts will be used for playing tennis only. Proper attire must be worn including tennis shoes. Please limit your game if others are waiting.
- Shuffleboard and horseshoe equipment is kept inside Clubhouse #1. Bocci equipment is stored in the box by the court. Please limit your game if others are waiting.
- Bicycles, skateboards, rollerblades and roller skates are forbidden at all times on the tennis courts and inside any building.
- Pursuant to Florida Statutes 849.09 (8). NO ONE UNDER THE AGE OF EIGHTEEN (18) YEARS OF AGE MAY PLAY BINGO. It is MANDATORY that you have a VHL identification card or tag and not waive your rights to use the Common Facilities. Florida Statutes preclude individuals not residing in the Village from attending any Bingo in our facilities. Therefore, any:”Guest” attending Bingo MUST BE an “overnight” Guest of the Owner/Resident sponsoring the Guest.
- Firearms are not permitted in the Common Area and or Facilities.
- Firearms may not be fired, discharged or displayed on any Resident’s lot.
- No sporting activities are allowed on Common Ground other than designated areas except by permission of the Manager. Golf practice area by the storage compounds has posted Rules, which must be followed.
- No motorized boats on the lake except those necessary for weed control.

INDIVIDUAL LOTS:
- Approval by the Environmental Control Committee is required for all new homes. All exterior additions or modifications to existing homes including painting and landscaping prior to commencement of the work. The permit must be displayed in a front facing window until the work is complete. You may also require a permit from Charlotte County. Submit plans and specifications at the Village office. Unapproved additions or modifications may be subject to corrective measurements.
- Only “UMBRELLA” type clothesline are allowed and must be placed at the rear of the lot so as not to encroach on neighboring property. DO NOT leave clothes out overnight. Clotheslines are not allowed on carports. Clothesline must be removed and stored when not in residence.
- Household appliances (refrigerator-freezer-washing machines, etc) shall be installed within the home or an enclosed lanai. They are not allowed in open areas, e.g. carports, patios, etc.
- NO RECREATIONAL VEHICLE /MOTORHOME OR UTILITY TRAILER (except for a golf cart used for Village transportation) may be stored or parked on any lot. However, with the Managers permission, a motor home type of recreational vehicle or utility trailer may be parked on the Owners driveway for up to forty-eight (48) hours for loading and unloading.
- All parking must be in the driveway or the carport of the individual lot. All parking must be off the streets of the subdivision. Overnight parking on the grass is not permitted. Overnight parking in the Common Areas is not permitted except with the approval of the Board of Directors or the Manager.
- NO boat or boat trailer shall be stored or parked on any residential lot.
- Repair work of all types of boats and vehicles on residential lots is forbidden. Two compounds are available which may be used for minor repairs. Space for such repairs is allocated through the office
- No derelict vehicles or trash or any description shall be kept or permitted adjacent to or upon any lot or storage area. Normal household garbage/trash shall be kept in a normal garbage receptacle.
- All yard refuse must be put out for pickup by published County yard trash pick up date. Place yard waste in a separate receptacle or tied in small bundles for pick up.
- No trade, business or profession or any other type of commercial activity may be conducted on any residential lot.

- (Noise) Everyone is entitled to quiet and peaceful surroundings. Construction work or repairs inside or outside the home is not permitted between 9:)00 P.M. and 7:00 A.M. Sounds from radios, stereos, television, etc., shall not become a nuisance to neighbors.
- Posted speed limits must be observed.
15 MPH within the Village limits
25 MPH on Marathon Blvd and Delemere Circle
- No soliciting is permitted.
- A small television or antenna may be affixed to your home. The Environmental Control Committee prior to installation must approve a permit approving the location and height of the dish or antenna.
- Fences must have a permit and approval form from the Environmental Committee; a) Height to be no higher than 4 ½ feet; b) Constructed of white vinyl; c) not allowed around perimeter of the lot, this includes live fences such as shrubs and trees; d) all fences must have at least a three (3) foot opening; e) no dog kennels allowed with the fenced in area; f) all existing fences to remain, effective 2/13/2007.
- Air conditioner units must be placed on a pad on the ground and not elevated.
- Sheds are allowed to be installed under existing roofs as long as they fit with the décor of the building and are securely attached to the existing building.
MANAGEMENT IS DESCRIBED AS THE BOARD OF DIRECTORSAND THOSE EMPLOYEES APPOINTED BY THE BOARD OF DIRECTORS TO ENFORCE THESE RULES AND REGULATIONS. ANY INFRACTION OF THE RULES, BY ANYONE, SHOULD BE REPORTED TO MANAGEMENT.
